I am writing to you on the following occasion:

On July 15, my daughter Sadokat Nurimbetova, a citizen of Turkmenistan, was removed from the flight of a plane of Turkmen airlines flying to Istanbul at the international airport of Ashgabat. Sadokat is a 2nd year student at Istanbul Medical University, she came to Turkmenistan on June 5 to renew her passport. The reason for my daughter's removal from the flight is my active citizenship. For example, I signaled when last year my mother Yakujan Babadzhanova was not released abroad for a pilgrimage, or when Amudarya Street (former May 1 St.) turns into a swamp during the rains, I called on the mayor of Kunya-Urgench to solve this problem.

When my mother was finally allowed to make a pilgrimage, I spoke and stressed that justice had prevailed.

Mr. President, the current actions of the Ministry of Foreign Affairs and the State Migration Service of Turkmenistan to ban the departure of my daughter S. Nurimbetova are a gross violation of her constitutional rights to freedom of movement. You declare that Turkmenistan is a neutral free state, that the rights of women and especially national minorities are not infringed. That's how it should be. But the actions of these officials remind us of the actions of the times of Stalin's repression, when children were responsible for their parents.

I am forced to make this statement publicly, because several post offices of the Dashoguz velayat did not accept my statement to you. We also do not accept applications to the Ombudsman's address. What are these new rules? Why don't we have the right to send letters to the President, the Ombudsman, ministers? Why don't postal workers perform their duties? Who gave them such instructions?

Mr. President, I ask you, as a GUARANTOR of the CONSTITUTION OF TURKMENISTAN, to help my daughter go to Istanbul to continue her studies, as this is her constitutional right to freedom of movement and education.
